Asuncion served as director of secondary education and director of student services for grades 7-12 for seven years in California's Stockton Unified School District, a district that has a diverse K-12 enrollment of 42,000 students. He has been a high school principal in the district for 15 years, and in 1991, while principal of Amos Alonzo Stagg High School, the school was recognized as a California Distinguished High School.
Asuncion has served on the National Association of Secondary School Principals' (NASSP) High School Advisory Council and has participated in a multiyear Association for Supervision and Curriculum Development Consortium on Restructuring Schools. Most notable, Rupert served on the NASSP and Carnegie Foundation Commission on the Restructuring of the American High School that produced the 1996 report Breaking Ranks: Changing an American Institute.
